Main Works Contractor

Development Victoria (DV) is seeking to engage a Main Works Contractor to lead and deliver the main works for a project in Metropolitan Melbourne (inner north).

The Main Works Contractor is required to carry out the construction of a four-building complex delivering approximately 275 apartments, a range of indoor and outdoor communal spaces and new public open space.

Scope of Works

Broadly, the Contractor will undertake:

1. Bulk excavation
2. Construction of a four-building complex over a shared basement

Eligibility

Bidders must

• be registered on the Construction Supplier Register in the New Residential Construction category.
• be able to demonstrate experience and capability in delivery of residential apartment buildings

Timeline

• Release of Request for Proposal (RFP): mid-late June 2025 via the Buying for Victoria portal
• Contract Award: Q4 2025
• Contract Framework: The Contractor will be engaged under Development Victoria’s Modified AS4300 Design and Construct Contract.

Procurement Process and Requirements

The procurement will be conducted as a single phase, select tender process via a Request for Proposal (RFP).

The procurement is subject to the Ministerial Directions for Public Construction Procurement in Victoria, and with the following procurement policies:
