Tender Description

This Tender is invited by the Issuer.

Safe Work Australia (SWA) is an independent government body whose primary responsibility is to improve work health and safety and workers’ compensation arrangements across Australia.

SWA is proposing to redevelop its intranet in 2025-2026, using the existing platform SharePoint Online, to improve its functionality, structure and design. Our goal is to build a user-friendly and secure platform that improves the way our teams communicate, share information, and access resources, ultimately driving productivity and efficiency.

We are open to innovative solutions and approaches that can meet or exceed these objectives.

The purpose of this project is to:

  • improve the intranet navigation, structure and functionality (information architecture)
  • improve the user experience based on staff feedback and usage requirements
  • identify content and content owners and establish a clear governance framework for keeping content up to date
  • remove outdated content, restructure and edit existing content so it is clear, in Plain English and aligns with the APS government writing style conventions, and
  • deliver a new intranet – with better functionality, content, user experience based on staff consultation and review.

We anticipate that the project will include the following phases (unless a seller is able to provide an alternative approach that still offers value for money):

Editing and rewriting

Internal Consultation workshops and Information architecture review

SharePoint intranet build

This should include reviewing and improving information architecture, internal consultation to identify the needs of end users and removal of outdated content and editing/rewriting content where relevant, to improve its functionality, structure and design.

The selected seller will be responsible for providing all or partial of the following services:

Editing and writing services

To conduct a review of existing content, work with stakeholders to confirm what content pages need to be removed and may need to be rewritten, edited and updated to suit the new intranet context.

The content writer and editing suppliers will work with Communications and the business area representatives forming an authoring group and will meet regularly during the project editing and writing phase. Upon request, supplier will need to assist 1:1 writing support for priority business areas.

Information architecture (IA) review services

To work with the web team and conduct a review of existing information architecture and work out user mapping and recommended improvements to better suit the user journey and user needs.

Successful delivery of this project component will require a report to be delivered with recommendations to inform the build of the intranet.

Internal consultation workshops

To work with the Communications team to plan, develop and conduct consultation workshops with representatives from business areas to gain insight into areas of improvement to inform the build of the new intranet. Successful delivery of this project component will require a report to be delivered with recommendations to inform the build of the intranet.

SharePoint building ICT services

To conduct the build which will be informed by IA review and Internal consultation workshops. Will need to provide alternative mock up for review and approval, Will need to build Beta phase and conduct user testing before official launch. The current intranet will be maintained as a central internal communication channel during the redevelopment project so staff can continue to use and access information they need. The new intranet will be built offline (using a dev site), and the new intranet will be tested using a Beta version before it is launched in 2026. Once the new intranet has launched, the seller would need to decommission the old intranet.
