Tender Description

This Tender is invited by the Issuer.

The Office of the Commonwealth Ombudsman (the Office) is looking to enhance its data management capabilities and is seeking a provider to support the uplift of its data landscape in some key areas. A key part of the service will be the maintenance of the Enterprise Data Warehouse on the Azure platform. This may include configuration of SQL servers, creating databases, implementing and maintaining security, backup/restore, health checks, performance monitoring/troubleshooting, documentation, and taxonomy.

Experience with best-practice and industry-standard database management/reporting systems and data governance, excellent communication skills, and the ability to provide subject matter expertise are essential.

SQL, SSMS, and PowerShell will be used to carry out various administrative and reporting tasks. NV1 clearance is required. Power BI experience would be an advantage.

The key requirements for the service include:

  1. Support the Chief Data Officer and the Business Intelligence and IT operational teams to understand database requirements and provide specialist advice and implement improvements or enhancements to database systems accordingly, including contributing to complex and high-priority data requests and reports when required.
  2. Collaborate with the Chief Information Officer to deliver high quality database administration services for the Office including but not limited to build, configure, upgrade, migrate, monitor, troubleshoot, backup/restore actions for the data stores, and conduct data integrity checks to ensure the ongoing reliability, accessibility, and security of databases.
  3. Develop and maintain documentation related to database configuration, maintenance procedures, and troubleshooting guides, ensuring comprehensive and up-to-date information.
  4. Investigate and resolve database-related incidents and issues, providing timely support to minimise downtime and disruptions for applications.
  5. Provide other data management expertise to facilitate broader data capability uplift initiatives as agreed with the Chief Data Officer.

The service is expected to require approximately one day per week (0.2 FTE), with a more focused period of effort on commencement of contract for an initial scoping activity and to uplift documentation on performance, capacity and usage of the EDW. There may be other periods of focus over the course of the engagement that can be agreed between the Office and the provider on a case-by-case basis.
