Homes Victoria is intending to release a Request for Tender in May/June 2025 to procure a Principal Contractor for the delivery of a new Aboriginal Family Community Care and Healing Centre in Warrnambool.

This will be a select tender process called from pre-qualified Consultants on the Construction Supplier Register (CSR). Tender period is four weeks. Contract award is forecast in August 2025.

The development provides a core and cluster model and is to ensure administration staff and clients with a pleasant and efficient environment, whilst also providing an appropriate service as required. The housing component complies with the Australian Standards and Liveable Housing Design Guidelines.

Under the Victorian Planning Provisions Clause 52.22, the development is a Community Care Accommodation and therefore, exempt from Planning Permit requirements. The project site is approximately 8,000 m². The proposed design comprises of the following:

• A 250m² Administration Building providing a workplace for 10no. staff; comprising of foyer/reception, open plan office, tearoom, multi-purpose room, consultation rooms and amenities including storage area, laundry, toilet areas and sleep-over room.

• 6x no. dwelling units ranging in size from 80-100m². One of the units is fully DDA & NDIS compliant, platinum Liveable Housing Design. The remaining units are gold standard.

• Secure visitor & staff carpark

• Children’s playground space.

• Associated site works, including services connections & upgrades, site access, and landscaping.
