Tender Description

East Gippsland Shire Council invites tenders for the above contract.

Any pretender meetings or on-site inspections, if applicable, please refer to Part 1 - Conditions of Tendering.

General Scope of Work to Achieve the Performance Specification

The objective of this project is as follows.

The nominated community facilities across the municipality have been identified as potential candidates for Diesel Generators to enhance functionality and safety including:

• Ability for facilities to remain in operation during power outages, both during emergency and non-emergency events.

The general scope of work includes the following:

• Purchase and delivery of nominated generators to East Gippsland Shire Councils nominated storage facility.

Generator - All machines will be supplied as complete packaged generating sets noting the following.

• FULL AVR regulation

• Weatherproof, fully bunded to trap any fuel leakages should they occur,

• Key lockable and sound reduced to an average of 69 db @ 7 metres.

• Inbuilt fuel tank base with a capacity of approximately 17 hrs running @ 75% load.

• Control panels provide a digital display for the electrical status namely, volts, amps & frequency, as well as the engine operating status, oil pressure, water temperature, water level, fuel tank level and state of battery charge.

• Each generator must be supplied with a factory-integrated remote monitoring system based on the Deep-Sea Electronics (DSE) ecosystem, to enable real-time performance monitoring, diagnostics, and remote management.

• Fault shutdown system (watchdog) for low oil pressure, high engine temperature and low AC alternator volts.

• Inbuilt 240-volt battery trickle charger

• All machines are to be mounted on Anti Vibration rubber pad.

• Supply a 10-metre length of 10mm Sq. 4 core plus earth rubber flexible cables with a 50-amp 5 pin extension inlet to match the 50-amp inlet wall socket.

• Battery charging 240-volt supply leads to be supplied with each machine.

• Provision for Generator exhaust outlet riser extension as required to ensure fumes do not enter the structure – dependent on site BUG slab location relative to the building.

A full cost to supply the nominated generators and associated product is to be provided at tender closing.

The works carried out under this specification must comply with all relevant/applicable acts, regulations, codes of practice, standards, and guidelines. The Contractor must ensure that all relevant Occupational Health & Safety Acts, Regulations, Codes of Practice, Standards and Guidelines are complied with.

For each generating set the following must be completed and signed off by the Council Project Supervisors approval:

• Tightness of connections and securing devices.

• Verification of correctness of operation of protection devices and systems including sensor settings.

• Cold start with the engine having been at rest for the previous 24 hours.

• Battery charger current and voltage readings measurements

• Noise level measurements.

Check documents for accuracy prior to upload, completed pricing schedule must be uploaded for submission to be deemed conforming.
