Hukutaia Growth Area Technical Assessments 2025

Ōpōtiki District Council (ODC) is pleased to invite proposals for the delivery of technical assessments to support the prospective Hukutaia Growth Area (HGA) Plan Change

This work builds on the Advance Notice and Notice to Tenderers (NTT) previously issued in May 2025, which invited suppliers to express interest and, where appropriate, form consortiums. Council’s intention is to appoint either a single supplier with the full in-house capability, or a consortium led by a Lead Supplier, to deliver the full package of assessments.

The technical assessments include:

a. Geotechnical Assessment

b. Contaminated Land and HAIL Assessment

c. Natural Hazard Assessment

d. Infrastructure Assessment (Stormwater, Wastewater, Potable Water)

e. Transport Assessment

f. Ecological and Environmental Assessment

g. Reverse Sensitivity Assessment

h. Urban Design Assessment

i. Structure Plan Development

Suppliers are advised that Council has set a target price for this work to ensure focus on quality, value, and coordinated delivery.

Suppliers should ensure their proposals and assessments align with the Eastern Bay Spatial Plan (EBSP) and its Implementation Plan, drawing on relevant EBSP reports where appropriate.

RFT Release: 09 September 2025

- Supplier Briefing: 10 am – 12 pm, 16 September 2025

Point of Contact specified in Section 1.3 of the RFP document by COB Monday 15 September 2025)

- Deadline for Supplier Questions: 09 October 2025

- Deadline for Buyer to Answer Questions: 12 October 2025

- Proposal Deadline: 12 pm, 16 October 2025

- Short-listed Tenderer Interviews: Early November 2025

- Preferred Tenderer Notified: Approx. 15 November 2025

- Contract Start: 01 December 2025

- Unsuccessful Respondent Debriefs: Mid-November 2025
