1. BACKGROUND

South East Water is looking to appoint a panel of suitable, qualified Suppliers to provide Mechanical Capital works and General Fabrication services for South East Water. The services include one or a combination of: minor mechanical design services; machining services; off-site fabrication services; and/or on-site construction and installation services.

2. SCOPE

Contractors must be able to provide services in at least one of the following four categories:

1. Mechanical Design Services

• Qualified engineering staff to carry out minor mechanical and structural design works as requested by South East Water
• Engineering checks, calculations and advice on existing South East Water mechanical and structural installations as requested by South East Water
• Produce and supply design drawings in native CAD format as required by South East Water to AS1100 and other relevant Australian Standards

2. Machining Services

-Ad hoc and varied machining tasks as requested by South East Water, to be carried out by qualified machinists based in a fully equipped machine shop, including CNC machining capabilities

-Refurbishment of, and manufacture of components for, mechanical equipment, including but not limited to:

• Penstocks
• Pressure reducing valves
• Altitude valves
• Gearboxes
• Shafts
• Rotors

3. Off-Site Fabrication Services

-Varied fabrication works at the contractor’s own premises (i.e. not at South East Water facilities), including but not limited to:

• Structural steel fabrication, including handrails, ladders, walkways, platforms, covers and frames
• Fabrication, modification or repairs to minor and larger scale structures, fittings, pipes and assemblies that have been removed from a South East Water facility and delivered to the contractor’s premises
• General metal work fabrication, machining and repair wor

4. On-Site Construction and Installation Services

-Miscellaneous on-site fabrication, installation and/or commissioning of minor structural or mechanical equipment (i.e. at South East Water facilities), including but not limited to:

• In situ fabrication of, or site installation of prefabricated, structural steel works including handrails, ladders, walkways, platforms, covers and frames
• In situ construction, modification or repair of minor and larger scale structures, fittings, pipes and assemblies
• Removal and installation of mechanical equipment including pumps, valves (e.g. pressure reducing valves, penstocks, altitude valves etc.), mixers and other rotating equipment; and

-Removal of redundant equipment.

-On-site works may be required at any facility throughout the South East Water network, including sewage pump stations, water pump stations and tanks, odour and corrosion control facilities, water pressure reducing stations, and wastewater recycling plants (treatment plants)

-Contractors must prepare Safe Work Method Statement (SWMS) and risk assessments for all jobs carried out at South East Water facilities

It shall be the contractor’s responsibility to liaise with and provide sufficient notice to South East Water where process isolations or shutdowns are required to complete the works

Any equipment provided by the contractor shall be supplied, installed and commissioned in accordance with the manufacturer’s requirements where applicable.

Materials used as part of the works shall be new (unless specified otherwise by South East Water), free from defects and suitable for the operating environment.

All materials and processes supplied under this contract are to comply with the relevant specifications and Australian Standards.

Contractors shall provide an Occupational Health and Safety report at the end of each month in a format provided by South East Water.

A 12-month warranty for defective workmanship and any supplied equipment shall be provided by the service contractor.
