This Tender is invited by the Issuer.

The National Measurement Institute (NMI) plays an important role in the Australian economy by leading Australia’s measurement system by:

  • developing and maintaining national measurement standards that are recognised internationally
  • delivering world-class measurement products, advice and client services
  • administering the regulatory framework for measurement.

The NMI ICT Transformation Program is a multi-year funded program to modernise, secure and uplift NMI’s ICT capabilities. In 2024-26 there are four key projects being delivered under the program:

  • ScienceLAN Uplift - to progress physical segregation of ScienceLAN from other Departmental networks.
  • End Point Refresh - to upgrade PCs/Monitors connected to the ScienceLAN.
  • Laboratory Information Management System (LIMS) Simplification - the LIMS Simplification Project will modernise the NMI’s LIMS to be utilised as the foundation for the NMI’s laboratories.
  • Trade Measurement and Activity Reporting System (TMARS) The TMARS is a business-critical system that leverages Microsoft Dynamics 365 to manage the workflow and delivery of measurement services and regulatory functions for NMI. This phase of the project aims to build a secure Web Portal, enabling clients to request and accept quotes as well as the development of digital forms to support a field operators and businesses interactions

NMI Digital Investment - Digital Confidence Assessment (DCA) scope of work

Overview

There are 4 key ICT projects that require assurance and a DCA:

  1. ScienceLAN Uplift
  2. End point refresh
  3. LIMS
  4. TMARS

The program of work has developed an assurance plan, which includes DCAs to be delivered to DTA every 6 months.

The preferred supplier will deliver DCAs in four lots across the following timeframes:

  • June 2025
  • September 2025
  • March 2026
  • September 2026.

NMI requires the first DCAs to be delivered to NMI by 15 June 2025. This DCA is required to be submitted to the DTA by 30 June 2025.

Suggested approach

Week 1

  • Conduct kick-off meeting to confirm project approach, delivery plan and deliverables
  • Request project documentation, assurance plan and any past DCA
  • Schedule interviews with key personnel
  • Conduct desktop research
  • Review project documentation
  • Conduct interviews with key personnel

Week 2

  • Conduct any follow up meetings (as required)
  • Draft DCA report
  • Request NMIs feedback on DCA report
  • Finalise DCA report

Assumptions - please list your assumptions with being able to meet your fees and schedule.

Deliverables:

  1. ScienceLAN DCA
  2. LIMS DCA
  3. EndPoint Refresh DCA
  4. TMARS DCA
  5. Suggested delivery improvements across the program.

Skills and experience required:

  • ICT assurance, including digital transformation agency delivery confidence assessments
  • Stakeholder engagement expertise, including conducting workshops.
