Introduction
The Bureau of Meteorology is upgrading its broadcast streaming capabilities to an industry-standard, reliable system to ensure the high-quality and timely delivery of forecast and warning information to the Australia community via major media outlets and social media. Specialist vendors are required to supply industry-standard DVN HD equipment and portable live streaming units (e.g., LiveU or equivalent), manage the installation, configuration, and integration of hardware and software to ensure compatibility with the Bureau’s systems and provide expert support during deployment.

Acceptance Requirements
Additionally, the following additional acceptance requirements apply to this procurement;
• Functional Testing: All hardware and software must function as expected under typical usage conditions. This includes video/audio quality checks, stream stability, encoder functionality, and the reliability of portable live streaming and DVN systems.
• Compliance with Specifications: All procured items must meet the technical specifications outlined in the procurement plan. This includes camera resolutions, audio quality, streaming resolution (HD, 4K), and network bandwidth requirements.
• Integration Validation: The portable live streaming and DVN systems must integrate seamlessly with the existing infrastructure. Successful integration with the video management system and content distribution network must be confirmed.
• Network Performance: Connectivity solutions must demonstrate the ability to support uninterrupted, high-quality streaming. This includes validating fiber/IP link stability and bandwidth availability.
• Training Completion: Staff must complete all required training programs for operating the portable live streaming and DVN systems, as well as the video and audio equipment.
• Vendor Support Availability: Technical support services must be in place and functional, with a clear escalation process for issues encountered during live broadcasts.
Acceptance Process:
1. Initial Delivery and Inspection: Upon receipt of all equipment and services, a preliminary inspection will be conducted to ensure that all items listed in the procurement plan are delivered in good condition and conform to specifications. Any damages or discrepancies will be reported to the suppliers immediately.
2. Testing and Validation: The technical team will test the hardware and software, including the portable live streaming encoders, DVN video servers, audio equipment, and network infrastructure. Testing will involve:
o Video/Audio Quality Check: Verifying clarity, synchronization, and broadcast quality of live streams.
o Functionality Testing: Running test broadcasts to ensure stable transmission and proper integration of portable live streaming with DVN systems.
o Load and Stress Testing: Simulating high traffic conditions to validate the robustness of the network and streaming capacity.
3. User Training and Documentation: Once equipment testing is complete, staff will undergo training to ensure proficiency in using all equipment and software. Training will include operation of portable live streaming units, DVN systems, and video/audio gear.
4. Sign-off Process: After successful testing and training, a formal acceptance sign-off meeting will be held with key stakeholders, including project managers, technical teams, and procurement officers. Any issues identified during testing will be addressed before final acceptance.
5. Ongoing Support: A post-acceptance support plan will be in place, with a 30-day window for addressing any operational issues post-deployment. After the support period, the systems will be fully transitioned to ongoing operational management.
