Tender Description
- The Department is seeking to establish a panel arrangement of Tenderers with grant assessment services as a managed service to provide increased capacity and support for large and complex grant rounds. Once established, the department will administer the panel.
- Tenderers will have the capability and demonstrated experience to deliver as a managed service both grant assessment and administrative support services. Assessment functions will include designing, implementing, and undertaking assessment processes, ensuring outcomes are fair, accurate and in alignment with policy intent, relevant legislation and Grants Framework. Tenderers should be adept at data analysis, reporting and providing sound insights to inform decision-making.
- Tenderers should manage grant administrative support services processes efficiently, including documentation, coordination, maintaining comprehensive records and adhering to compliance requirements.
- Tenderers must demonstrate capability and experience in delivering grant assessment services as a managed service within the preceding three (3) years, as well as an understanding of relevant grants legislation and regulatory requirements.
- Supply of labour hire workers to support grant assessment and/or administrative support services is out of scope for this Request for Tender (RTF). Tenderers must deliver services.
Conditions for Participation:
The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.
The Tenderer, its personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).
The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth)
The Tenderer:
(a) holds all Valid and Satisfactory Statements of Tax Record required for its entity type; and
(b) holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first-tier Subcontractor that it proposes, as part of its response, to engage to deliver Services as part of a contract resulting from a procurement with an estimated value $4 million or more (GST inclusive).
