The Cost, Risk, and Schedule Advisory Services Provider must integrate with the New England REZ IPT and provide project control services to support key milestones for the Network Operator procurement.

Project goals

The Cost, Risk and Schedule Advisory services are fundamental to EnergyCo’s success on NE REZ, particularly supporting project control activities, ensuring effective project management and adherence to delivery timeframes. These services, together with other services delivered by the NE REZ Integrated Project Team, are instrumental in supporting and informing the broader NE REZ Network Operator procurement, which will culminate in the selection of Network Operator to finance, build operate and maintain the transmission network of the NE REZ. Project goals relevant to this procurement include, but are not limited to:

Enhancing Energy Infrastructure: Assist in project control services to support key milestones for the Network Operator procurement and the New England Renewable Energy Zone (NE REZ).

• Cost Efficiency: Ensure cost-effective planning and procurement processes.
• Risk Mitigation: Identify and manage potential risks to ensure project stability and success.
• Timely Delivery: Complete the project within the scheduled timeframe to meet demands.
• Stakeholder Collaboration: Foster effective collaboration among all stakeholders to achieve integrated and comprehensive project outcomes.

Scope

The tender includes 3 packages:

Package A: Cost Advisory Services

Develop risk adjusted development cost, capital cost and operation cost estimates during the optioneering, development and procurement phases of the project, as well as assisting in the evaluation of proposals from market via strong experience in financial modelling, cost estimation and project cost development.

Package B: Risk Advisory Services

Develop and maintain the project level risk management protocol plan, monitor, report and assurance of risks and issues through key project development milestones, Quantitative Risk Assessment, specialist risk management support during procurement of the Network Operator.

Package C: Schedule Advisory Services

Prepare and maintain the project schedule, determine the critical path and delivery timeframe, and collaborate with other Managed Service Providers for necessary information. Conduct monthly schedule updates, reporting, and Schedule Risk Assessments to validate P50 and P90 estimates.

Additional details/instructions

This procurement comprises two stages:

An Open Expression of Interest (EOI) through which selected respondents will be shortlisted; followed by a Select Tender for the shortlisted respondents only.

Tenderers will have the discretion to bid for a single package, or up to three packages. When bidding for a package, all roles within the package must be included. Each package will be assessed individually.
