Tender Description
Yass Valley Council (YVC) is planning to undertake an upgrade of the Yass Water Treatment Plant (WTP) which provides treated water to Yass, Bowning, Binalong and Murrumbateman. The upgrade will be constructed at existing WTP site, located on Cooks Hill Road in Yass, NSW, with expansion into the adjacent lot. Consultancy services for managing design and construct contract is requested.
The key scope for this Consultancy service includes:
(a) Overall Project Management of the D&C contract for the project.
(b) Review, update and amend as required the existing Tender Documentation for the D&C phase before issuing to shortlisted Tenderers.
(c) Preparation of Tender Evaluation Plan for the D&C contract including evaluation criteria, weighting and assessment methodology.
(d) Respond to clarifications during Tendering phase with reviews of response with Client.
(e) Evaluate all received tenders and prepare Tender Evaluation report with recommendation of the preferred tenderer in consultation with YVC.
(f) Detailed design management and review.
(g) Construction management, site supervision including commissioning and process proving.
(h) Contract administration for the full duration of the project.
(i) Manage Defects Liability Period for 12 months from Final Completion as directed by YVC. The Consultancy services may extend to the Defects Liability Period (DLP) under the D&C Contract, subject to the direction of Client.
A briefing Meeting will be held on 10 June 2026 at 10.30am.
