Tender Description

Global Water Asset Management Benchmarking and Unit Cost Rate Library RFI. Seeking information from market leaders on unit rates and benchmarking from the Water Industry or very similar industries.

Project goals

The RFI will be used by the Sydney Water Major Projects Infrastructure Delivery Office (IDO). Focused on refining our already well-structured framework forecasting the financial resources required to complete a project within a defined scope, our IDO team is currently reviewing their estimating process and how to compare unit rates and benchmark of their CAPEX and OPEX projects with the current industry standards. We are seeking to information from suitably qualified market leaders that can be engaged to provide information on unit rates and benchmarking from the Water Industry or very similar industries.The information provided by the Respondent will assist Sydney Water in the procurement or establishment of a Global Water Asset Management Benchmarking and Unit Cost Rate Library (Library) and we are looking to understand what data, information and systems, tools, software etc is available to support the establishment of the Library. The information is intended to be used by the business to:

  • assess the extent to which the rates being applied to project estimates are within an acceptable tolerance from the benchmark and unit rates;
  • to assess whether the estimated benchmark rate is within an acceptable tolerance from the industry standard benchmark rates;
  • assess whether the estimate value is within an acceptable tolerance to industry benchmarks; and
  • assess cost and valuer for received contractor submissions, including rates for maintenance works on existing assets.

Scope

Costs for typical water industry assets including civil engineering, mechanical and electrical.

Costs derived from Australia-based works-Location must be stated. If outside of NSW, costs to be normalised such as market due conditions, differences in ground and weather conditions, procurement costs, exchange rates, construction methods, regulations, laws, standards and contracts.

Benchmarks and unit rates-must be defined for inclusions and exclusions, with OH&P/fees rates stated.

Unit rate normalisation process-clear and transparent, e.g. adjustments for construction method, sloping site, site conditions, completion date, ground conditions, standard unit rates of measurement (eg m3, m2).

Breakdown of Preliminaries-Costs within preliminaries such as, white collar, blue collar workers, amenities, Information Technology. Expressed as a percentage of the construction costs for each item and the overall preliminary costs.

First principles build-ups where available to be prioritised-any benchmarking data regarding productivity values and crew sizes for both white and blue-collar resourcing.

Productivity-unit rates are to include productivity rates to enable the calculation time and cost for delivery and indication of crew sizes.

Method of collection of costs to be given by the supplier-the method behind selections of projects and costs and how any benchmarking was calculated.

Asset type should be stated.

Mechanical and electrical rates - plant and /or equipment worked on should be stated.

Sydney Water has published a notification seeking applications on the NSW Government’s eTendering website. The notification asks for applications by email. Sydney Water will review your email and will elect to direct you to the RFI information documentation which is distributed through the Sydney Water Ariba system.

Sourcing activities are conducted using the Ariba system. Interested suppliers must complete the self-registration request in Ariba via this link. https://www.sydneywater.com.au/about-us/our-suppliers/supplier-registration.html. Completing registration does not immediately grant a supplier access to the RFI.
