Description : South Gippsland Water (SGW) invites tenders for the construction of the Wonthaggi High Level Zone Reticulation.

The works include supply and installation of approximately 1,500m of OD180, OD125 and OD63 PE100 PN16 water supply pipe located in Wonthaggi.

A mandatory site meeting and inspection will commence at 10:00am on Wednesday 23rd April 2025 at the carpark on corner of McKenzie St and Edgar St in Wonthaggi. Contractors are required to register their intention to attend with Tim Butler (contact information below) with at least 48 hours' notice.

Completed responses including all completed Schedules must be submitted via the electronic tender box. Respondents will receive a successful Submission Receipt timed and dated upon completion.

Tenders close midday Wednesday 7th May 2025 and all submissions must be fully received by this time. Late, verbal or emailed proposals will not be accepted.

Scope of Works:

(a) It is required that there be constructed, in accordance with the contract documents, approximately 1,520 metres of water supply reticulation pipe renewal in Wonthaggi ranging from OD63 PE100 SDR11 to OD180 PE100 SDR11.

(b) The Works are typically located within road reserves in Wonthaggi near to McKenzie Street, Edgar Street, Dickson Street and Merrin Crescent. 

Description of the Works

(a) The Works to be carried out under this Contract shall be, in all things, executed in accordance with the Contract Documents to the entire satisfaction of the Superintendent.

(b) The principal items of the Works shall comprise, but not be limited to, every operation necessary for the supply of all materials (unless otherwise specified), construction, testing and commissioning of the Works as detailed on the Drawings and in the Specifications. They shall include pipeline construction and associated works, and the fulfilment of the general requirements of the Contract, as outlined in this specification.

(c) Pipeline Construction Works shall include:

i. Setting out of the works;

ii. Supply and installation of approx. 72 m of OD63 PE100 SDR11 pipe.

iii. Supply and installation of approx. 309 m of OD125 PE100 SDR11 pipe.

iv. Supply and installation of approx. 1,141 m of OD180 PE100 SDR 11 pipe.

v. Supply and installation of hydrant assemblies on the replacement pipeline at locations as shown on the drawings.

vi. Supply and installation of isolation valves on the replacement pipeline as shown on the drawings.

vii. Connection of the replacement pipeline to the existing water main at various locations (with minimal disruption to water supply and any required outages planned in advance with SGW Operations)

viii. Full replacement and reconnection of all property service connections from the new water main to existing water meter.

ix. Decommissioning of various existing water mains to be abandoned as shown on the drawings. Decommissioning should generally involve grouting pipe crossing roads, otherwise grouting ends of pipe.

x. Decommissioning/disconnection of various sections of water main as shown on the drawings to separate the booster pump station zone from the zone supplied by the water tower.

xi. Reinstatement of the Site to pre-existing conditions.

(d) General requirements of the Contract shall include:

i. Preparation and implementation of the Contractor’s Management Plans applicable to the Works, including but not limited to:

• Occupational Health and Safety Plan. This shall include the contractors plans to appropriately and safely handle asbestos cement pipe in accordance with regulations.
• Project Management Plan;
• Traffic Management Plan;
• Environmental Management Plan; and
• Quality Plan.

ii. Liaison with authorities and other organisations having jurisdiction or other association

in respect to carrying out the Works;

iii. Provision of ‘As Constructed’ information;

iv. Testing and commissioning of the Works; and

v. Cleaning up and restoration of the Site.

A site visit is a pre-requisite to submission and consideration of a bid.
