Tender Description

V/Line seeks to invite expressions of interest (EOI) to participate and submit a response to our "VNet" initiative.

Note that the release of the EOI will be strictly via the eServices Register and all participating vendors must:

a) Register in advance of the release date (registration can be made by following the steps here: https://www.buyingfor.vic.gov.au/eservices-suppliers), and

b) Email the Sourcing Lead contact with confirmation of registration and intent to respond to the EOI (subject to the release of the EOI documentation).

Please note that V/Line highly encourages all interested suppliers to both register into the eServices register (if not already) and confirm their account has no outstanding items required to fulfull their registration (eg: insurances). If at the time of release a supplier isn’t fully registered into the eServies Register, V/Line will not be able to release the EOI to them.

Project Description:

V/Line’s Ticket Reservation System (VNet) has been a cornerstone of the organisation’s operations, supporting key functions such as seat reservations, journey planning, online ticket sales and sundry item sales. As the system has aged, it has become increasingly obsolete, relying on legacy technologies that limit V/Line’s ability to meet evolving operational demands. The system’s lack of integration with modern platforms, limited real-time capabilities, and reliance on manual processes have resulted in significant operational inefficiencies, adversely impacting both organisational performance and passenger satisfaction. These challenges underscore the need for a comprehensive review and potential upgrade or replacement of the system to ensure it continues to effectively support V/Line’s operations.

The purpose of this project is to realign V/Line’s ticketing and reservation infrastructure with the organisation’s broader strategic objectives. It aims to address existing inefficiencies, optimise system performance, and ensure scalability for future growth. This will be achieved through a thorough assessment of the current system’s state, as well as an analysis of V/Line’s business needs. As operational demands continue to grow and customer expectations rise, the limitations of the existing system, including outdated reservation functionality and restricted integration capabilities, hinder real-time data flow and seamless communication, ultimately undermining efficiency.

This initiative seeks to resolve these issues by enabling V/Line to adopt a more effective, responsive, and scalable ticket reservation solution. By modernising the VNet system, the organisation will enhance operational effectiveness, improve passenger satisfaction, and better position itself to meet the challenges of a rapidly evolving transport environment. The project will deliver a comprehensive evaluation of the current system and establish a detailed set of requirements for the proposed solution, ensuring that any upgrade or replacement aligns with both current and future organisational needs.
