Rochester Head Contractor ES FS

The Community Safety Building Authority (CSBA) is primarily responsible for planning, designing, procuring, and building new infrastructure assets and modernising and upgrading existing facilities. The Emergency Services team (ES) and Fire Services Team (FS) were originally announced as the Emergency Services Infrastructure Authority (ESIA) in 2017 as part of the Fire Services Statement.

The ES and FS teams are focused on delivering Country Fire Authority (CFA), Victoria State Emergency Service (VICSES) and Life Saving Victoria (LSV) built infrastructure projects, along with new vessels and engines for Marine Search and Rescue (MSAR). The Department is seeking responses to this Request for Tender (RFT) to provide Building Contractor Services to construct a new Rochester Emergency Services Hub. This facility will provide a new fit-for-purpose building to support the volunteers of CFA and VICSES and the local community.

The new Rochester Hub will be located at 69-87 Moore Street, Rochester VIC 3561.The Head Contractor will be responsible for the construction and commissioning of the new facility including any compliance and certification requirements. This will include minor demolition works, initial site works (services to the site) and the main works. The works to be delivered under this contract include (but not limited to) the construction of a seven-bay motor room, two ancillary sheds, training rooms, communications room, kitchen, turn-out rooms, toilet/shower facilities (including disabled amenities), storage, landscaping, car parking, and hardstand. The Head contractor will be responsible for reviewing all the tender-issue drawings, specifications, any attachments and schedules while attending the mandatory site briefing to raise any queries that will ensure a practical and detailed tender submission.

As part of a Market Sounding Exercise (MSE) the project team completed a desktop assessment which identified 14 shortlisted suppliers to receive a simplified Request for Information (RFI) to gauge their interest and capacity in participating in the upcoming procurement activity. These initial suppliers have been selected from the Construction Supplier Register (CSR) based on project type experience (new commercial construction specifically fire stations, emergency services or government projects), past project values and builders registered in Northern and regional Victoria.

Additional suppliers may also be identified for shortlisting who respond to the Forward Notice and are suitable. All potential suppliers will be asked to respond to a simplified RFI as part of the wider MSE. All suppliers will be given the same amount of time to respond to the RFI regardless of when they receive them where possible. Once all responses have been received, they will be assessed for suitability, and the project team will select several suitable suppliers to participate in the upcoming procurement activity. The tender for construction is expected to release in June 2025.
