Castlemaine Water Reclamation Plant Upgrade

Coliban Water is seeking Expressions of Interest inviting suitable qualified and experienced organisations to participate in a competitive Early Contractor Involvement (ECI) tender process for the Castlemaine Water Reclamation Plant (WRP) Upgrade project.

The project involves operation and maintenance of the existing WRP and the design, build, operation and maintenance (DBOM) of a new WRP facility in Castlemaine, Victoria ensuring long-term environmental compliance, service reliability, and capacity to meet future community and regulatory needs.

The contractor's scope of work includes:

• Operation and maintenance of the existing WRP until completion of the new facility
• Design, construction and commissioning of a new WRP facility
• Operation and maintenance of the new WRP

Questions will be answered by email up until 5:00pm Thursday 13 November 2025 and Question and Answer Addendums will be posted on this site intermittently. Note the following Government Policies will apply to this project: Local Jobs First, Fair Jobs Code, Social Procurement Framework, Building Equality Policy, and Recycled First Policy.

Site Visit

A briefing session will be held at Castlemaine Water Reclamation Plant, 11 Langslow Street, Castlemaine, Vic, Australia, 3450 on 23 October 2025 01:00 pm.

Notes: Limit of 2 attendees per tenderer. PPE required. Depending on the number of attendees there will be one or more sessions between 1-4pm. This will be confirmed following the closure of registrations
