Tender Description
The Community Safety Building Authority (CSBA) is primarily responsible for planning, designing, procuring, and building new infrastructure assets and modernising and upgrading existing ones. The Emergency Services Team (ES) was officially announced in 2017 as part of the Fire Services Statement under the original name of Emergency Services Infrastructure Authority (ESIA). The ES Team is focused on the delivery of Victoria State Emergency Service (VICSES) and Life Saving Victoria (LSV) built infrastructure projects, along with new vessels and engines for the Marine Search and Rescue (MSAR) sector. The Department is seeking responses to this Request for Tender (RFT) to provide Building Contractor Services to construct a new VICSES Bannockburn facility. This facility will provide a new fit-for-purpose building to support volunteers and the local community. The VICSES Bannockburn existing location is at a shared facility at 25 High Street, Bannockburn.
The Head Contractor will be responsible for the construction, commissioning, and completion of the new facility. This will include initial site works (services to the site) and the main works. The works to be delivered under this contract include the construction of a “Type B” facility, including a three-bay motor room, training room, communications room, kitchen, turn-out room, toilet/shower facilities (including disabled amenities), storage, landscaping, car parking, and hardstand. The Head Contractor will be responsible for diligently reviewing all the tender-issue drawings and schedules and attending the mandatory site briefing to raise any queries that will ensure a practical and detailed tender submission.

Shortlisting Process (if applicable):
As part of a Market Sounding Exercise (MSE) the project team completed a desktop assessment which identified 15 shortlisted suppliers to receive a simplified Request for Information (RFI) to gauge their interest and capacity in participating in the upcoming procurement activity. These initial suppliers have been selected from the Construction Supplier Register (CSR) based on location, financial capacity and work experience. Additional suppliers may also be identified from suppliers who respond to the Forward Notice. All potential suppliers will be asked several questions in the form of a simplified RFI as part of the wider MSE. All suppliers will be given the same amount of time to respond to the questions regardless of when they receive them where possible. Once all responses have been received, they will be assessed for suitability, and the project team will select several suitable suppliers to participate in the upcoming procurement activity. The procurement activity is expected to release in midJuly 2025.
