Tender Description

The primary mechanism through which the ILSC delivers on its purpose is the national investment program ‘Our Country. Our Future’, (OCOF) which operates across urban, regional and remote Australia.

Stakeholder and staff consultation for the National Indigenous Land and Sea Strategy (NILSS 2023-2028) identified self-determination as one of the three guiding principles, along with Caring for Country and Partnership. From this, the ILSC’s NILSS approach to embedding and delivering the opportunity for self-determination, focuses on following areas:

  • Removal of barriers to self-determination across ILSC.
  • Supporting First Nations people to pursue self-determination on their terms.
  • Influence others to uphold and maximise self-determination.

As part of implementation of the National Indigenous Land and Sea Strategy (NILSS), the ILSC seeks suitably qualified Consultant(s) to develop an ILSC Self-Determination Framework to ensure that all new or revised initiatives, programs, policies and processes consider the potential ongoing impact on First Nation Australians, communities and their right to self-determination:

  • How can the ILSC Self-determination framework be applied to the ILSCs funding application and decision making processes?
  • How can the framework be embedded in the operations and activities of the ILSC?
  • An examination of the barriers to self-determination and culturally appropriate partnership across ILSC and within the context of the ILSC and its legislative constraints.
