Tender Description

Council is seeking suitably qualified and experienced Quantity Surveyor Consultants to deliver on the following:

Dependent on the project, the requested consultancy services from the Quantity Surveyor are as follows (noted in project phases):

  • Phase 1 – Concept Design including Cost Plan A.
  • Phase 2 – Schematic Design including Cost Plan B.
  • Phase 3 – Design Development including Cost Plan C.
  • Phase 4 – Tender Documentation / Pre-tender estimate including Cost Plan C2.
  • Phase 5 – Tender Evaluation and Negotiation:
  • Phase 6 – Construction and Contract Administration.
  • Phase 7 – Financial Close; and
  • Phase 8 – Asset Management.

The actual procured services vary from project-to-project basis depending on the need. As a minimum, the Buildings team commonly procure the services for Phase 1 Cost Plan A for Concept Design, Phase 3 Cost Plan C Design Development, Phase 4 Cost Plan C2 Pretender estimate and Phase 6 Construction and Contract Administration.

All tenderers will provide fixed lump sum costs for each phase for the following project values:

  • Lump sum cost for projects with Construction Cost below $1M excluding GST
  • Lump sum cost for projects with Construction Cost between $1M+ to 3M excluding GST
  • Lump sum cost for projects with Construction Cost between $3M+ to 5M excluding GST
  • Lump sum cost for projects with Construction Cost between $5M+ to 10M excluding GST.
  • Lump sum cost for projects with Construction Cost between $10M+to15M excluding GST.

In addition to the lump sum costs, all tenderers are to provide hourly rates for all employees from Director to Junior level and Administration staff.

In the new panel contract, we are requiring the Quantity Surveyor to also provide consultancy fees to include an “all-in” monthly cost for Phase 6. This includes Contract Administration, Assessment of Progress Claim, onsite visit, all variations assessment, Project Progress reports, Progress Claim assessment and summary of observations (quality, schedule, and cost). The “all-in” monthly cost for Phase 6 has been substantial value for Council and assists the Project Manager in planning expenditure for the construction duration.

In addition, all tenderers will provide a Phase 6, lump sum monthly fee for Progress Claim assessment and include an hourly rate for variation assessments outside the original scope, for example for latent conditions giving the Project Managers option of procuring a lump sum for Progress Claim assessment and with an independent hourly rate for variation assessments.
