The purpose of this Expression of Interest (EOI) is to create a shortlist of suitably qualified and experienced design consultants to design the upgrade of WaterMarc and 1 Flintoff as a combined electrified precinct.

The successful consultant will be appropriately experienced and resourced to undertake the design for the electrification of WaterMarc & 1 Flintoff Offices located at 1 Flintoff Street, Greensborough.

The project will establish WaterMarc and 1 Flintoff as a combined and electrified thermal precinct. This will transition pool heating, internal space heating and hot water services to electric, with no gas provision required at this site following implementation of this project.

Consultants must be able to demonstrate experience in similar types and size projects and demonstrate successful completion of these types of projects.

Background information / Compatibility requirements

Following the evaluation of the EOI submissions, Council will shortlist several consultants to progress to the RFT stage.

The RFT stage will require each consultant to propose their electrification proposal for the WaterMarc and 1 Flintoff precinct. This proposal will be evaluated in conjunction with an industry leader and form part of the evaluation process. In order to allow Consultants to prepare their proposal, Council will hold two site meetings during the RFT process of which the shortlist Consultants must attend one to conform with the RFT. Council acknowledges that there are costs associated with developing the proposal and will be paying up to $10,000 to assist with consultant fees and a Quantity Surveyor for the cost estimate for their proposal.
