Project goals
Transport for NSW is seeking industry feedback as part of a market interaction process for the Jervis Bay Road to Hawken Road Upgrade (JBR2HR) project.
The Princes Highway is one of Australia’s most significant corridors, connecting Adelaide to Sydney via Melbourne and Australia’s southeast coast, including a 517km stretch from Sydney to the Victorian border. From 2011 Transport for NSW has been developing a long-term Princes Highway Upgrade Program (PHUP) targetted at developing and implementing a program of prioritised road infrastructure programs over the next 20 years. The Jervis Bay Road to Hawken Road Upgrade project forms part of this program.
Transport is seeking to engage with industry to determine the following:
- Test the JBR2HR draft delivery strategy by using early market engagement to understand industry’s views on procurement pathways.
- Engage with industry on their views regarding key areas of the contract form in which risk allocation could be developed collaboratively for this project or tendering costs reduced.
- Gain a greater understanding of the current challenges that industry are facing on similar regional projects.
- Engage with industry on project specific risks and innovation opportunities that could be considered at an early stage.
Scope
The key objectives of the Jervis Bay Road to Hawken Road Upgrade include:
- Improve network safety for all transport users
- Improve freight access and efficiency
- Improve traffic efficiency and connectivity
- Enable an increase in the use of active and public transport
- Improve transport network resilience
- Support sustainability of the region
We are looking to engage with our industry partners to help inform the development of the procurement strategy, current challenges and key risks. Transport is seeking feedback from the following types of organisations:
-Civil contractors who are prequalified with Transport for NSW under the National Prequalification System for Civil (Road & Bridge) Construction Contracts at:
- Roadworks Category R4
- Bridgeworks Category B3
- Financial Level F150
-Registered suppliers of the Technical Services Registration Scheme (SCM8661)

An industry briefing will be held on 10:00 AM Wednesday 16 October 2024. To register, please email JBR2HR.MIP@transport.nsw.gov.au with a signed confidentiality deed poll by 5:00 PM Monday 14 October 2024. Approved participants will then be invited to the briefing.
Transport may seek to hold further sessions with individual organisations to clarify responses received during the market interaction process.
