This Tender is invited by the Issuer.
The Department of Health and Aged Care is looking for a strategic data firm to partner with in order to progress modelling for the Urgent Care Clinics Program as well as to assist with other high-priority data analytics and modelling projects that will enhance the Department's Primary Care Division in addition to building staff data analytics capability.
The objective is to build capacity of Departmental staff to leverage data collected through the Medicare Urgent Care Clinic (UCC) program, hospital non-admitted patient emergency department care (NAPED-C) data, and Medicare Benefits Scheme (MBS) data to:
- Assess costs per presentation of Medicare UCCs in operation compared to partner hospital Emergency Departments taking account of MBS revenue including subsequent costs of diagnostic imaging for patients following their visit to a Medicare UCC. This analysis will support the evaluation of the Medicare UCC program
- Review and refresh the funding model for the Medicare UCC clinics to ensure viability, taking account of MBS revenue available to Medicare UCC clinics, and cost variations for regional and remote sites
- Analyse Medicare UCCs with lower demand and calculate potential cost recovery amounts
- Determine demand for new Medicare UCC sites around Australia and potential new locations for Medicare UCCs for optimum coverage
- Cost potential expansion of the Medicare UCC program based on the modelled demand and the refreshed funding model.
- Develop cost models and projections for new policies to support New Policy Proposals through future budget contexts.
The supplier will also be required to work directly with Departmental policy teams as required (up to 150 hours) to drive evidence-based policy design, including through providing bespoke pieces of analysis to inform decision makers including:
- support with needs assessment and analysis for key Strengthening Medicare initiatives, including MyMedicare and linked incentives (including the General Practice in Aged Care Incentive and Wraparound Care for Frequent Hospital Users program); and
- provide advice and support modelling and data analytics as required to progress key initiatives in primary care.
It will be essential that the supplier supports capability uplift of Departmental staff, including delivery of methodology, outputs and models, and support with training of Departmental staff on the data analysis and modelling.
