Basecamp Uplift Project (Re-deployable Temporary Infrastructure Solutions)

⁠⁠⁠The Department of Energy, Environment and Climate Action (DEECA) brings together Victoria’s energy, environment, water, agriculture, forestry, resources, climate action, and emergency management functions into a single department to maximise connections between the environment, community, industry and economy.

The Infrastructure & Resources Division within DEECA seeks to understand the supplier market and range of solutions that may be available for the future procurement of solutions available for re-deployable temporary infrastructure that will be used at base camps in Victoria. To achieve this, DEECA is initiating a Request for Information (RFI) process as the preliminary phase of a potential multi-stage procurement effort. The data collected through this RFI will guide subsequent stages, with the understanding that the specifics may evolve.

DEECA is seeking comprehensive responses to this RFI for solutions that include:

1. Agile approach: A fully operational base camp solution to support up to 100 people with facilities for catering, showering, toilets, and sleeping that can be rapidly deployed to remote, off grid locations.
2. Shelters for Day Sleepers: Robust, reliable, and re-deployable shelters that provide safe and comfortable sleeping arrangements for personnel stationed at base camps.
3. Off-the-Grid Solutions: Infrastructure that can operate independently of external power and water supplies, ensuring sustainability and self-sufficiency in remote locations.
4. Innovative Ideas: Creative and novel approaches to temporary infrastructure that can enhance the functionality, efficiency, and sustainability of base camp operations.

The goal is to identify potential suppliers who can deliver these solutions, ensuring that DEECA can effectively support its base camps with high-quality, flexible, and self-sufficient infrastructure.

Following this RFI DEECA will decide on what procurement process it will follow, if any.
