Tender Description

⁠⁠⁠The Department of Health and Aged Care is seeking to engage an organisation to provide sector-led advice on new and/or refined models of care for mental health services for young people (i.e. people aged 12 to 25 years).

The advice will encompass models of care across the full spectrum of services and stepped care continuum to meet the contemporary needs of young people.

The services will include:

a) providing early advice on:

i) potential new and/or refined models of care for mental health services for young people;

ii) the existing system of mental health services for young people;

b) identifying and mapping existing mental health services for young people and their underpinning model of care;

c) consulting youth mental health stakeholders on:

i) potential new and/or refined models of care for mental health services for young people;

ii) the existing system of mental health services for young people;

d) providing final advice on:

i) potential new and/or refined models of care for mental health services for young people; and

ii) the existing system of mental health services for young people.

Delivery of the services must be led by and representative of the youth mental health sector, including by bringing together and balancing the multiple views and perspectives of the sector. For this reason:

a) tenderers should be part of the youth mental health sector such as:

i) an organisation delivering youth mental health services or supports;

ii) an organisation involved in research relating to youth mental health;

iii) an organisation that represents young people with mental ill-health;

iv) a youth mental health peak body or stakeholder; and

b) the successful tenderer will be required to work in partnership with other relevant youth mental health stakeholders to deliver the devices, noting the Department envisages this will involve a formal partnership/arrangement such as the formation of a consortium or engagement of subcontractors.

Conditions for Participation:

1. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.

2. The Tenderer, its personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).

3. The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
