Tender Description
CSIRO through this RFT is seeking responses from suitably qualified and experienced service providers for the provision of establishing a Panel of Suppliers to build climate and disaster risk reduction and resilience capabilities in government and other partners (the Services). These Services fall under four Categories of technical expertise:
(a) Data sourcing, analysis and modelling - related to infrastructure and physical assets, ecology, biodiversity, natural hazards, risk mitigation, integrated bio-economic analysis, systems analysis and scenario analysis (Category 1)
(b) Funding and financing – facilitating investments and enabling market-based initiatives in physical assets and natural capital including ecosystems, landscapes, resilient infrastructure and carbon markets (Category 2)
(c) Capacity building and change management – assessment (diagnosis), transition planning, and building resilience to climate change capabilities in organisations and communities through research, engagement, co-design, adaptation and innovation (Category 3)
(d) Science communication, brokering and facilitation – build capacity through stakeholder engagement, workshop facilitation, communication services and influence for positive change (Category 4).

Conditions for Participation:
Subject to clause 5.7 of the CSIRORFT2025019 Head Document, Unintentional Errors of Form, CSIRO will exclude a Tenderer from further consideration and evaluation if CSIRO considers in its absolute discretion that the conditions for participation set out in this clause have not been met by the Tenderer. Notwithstanding anything else contained in this RFT, only requirements listed in this clause will be deemed conditions for participation.
a. the Tenderer exists as a legal entity at the RFT Closing Time and Date
b. at the time of lodgement of their Tender, Tenderers must not have been:
i. precluded from tendering for Australian Government funded work or
ii. subject to a judicial decision against them relating to employee entitlements (not including decisions under appeal, and have not paid the claim
c. where the Tenderer is a Relevant Employer, the Tenderer is compliant with its obligations under the Workplace Gender Equality Act 2012 (Cth) (the WGE Act). Further information may be found at http://www.wgea.gov.au/
d. the Tenderer must comply with all Mandatory Requirements identified in the Attachment A - SOR (Statement of Requirements).
