Project goals
The NSW Coroner has obligations in relation to the remains of a deceased person where there has been a ‘reportable death’, as defined by the Coroners Act 2009 (NSW), and the functions apply until the remains are released by the NSW Coroner. Transport services play an important role in assisting the NSW Coroner discharge its duties by transporting the deceased to and from different locations.
The object of this tender is to is to provide a firm basis for the procurement of Mortuary Transport Services when the current contract elapses. Through this procurement process, DCJ is seeking to invite providers to submit an application to assist the NSW Coroner by providing mortuary transport services for either (or both) short and long-haul journeys. It is anticipated that many local suppliers will be required to ensure adequate coverage for the entire state.
DCJ is therefore seeking the assistance of a panel of service providers, be they Funeral Directors or operators specialising in the provision of Mortuary Transportation Services, in ensuring that the bodies are transported where they are required. This panel is to consist of local providers performing short haul services and long-haul providers.
Scope
Mortuary Transport Services are generally requested by the NSW Police Force (NSWPF) or NSW Courts. These services require that the supplier collect the body, which may be in many different circumstances, depending on the person and manner of their death and transport them to a given location. The calls maybe sent out at any time of the day or night, so suppliers will need the flexibility to operate out of hours to perform these solemn tasks.
Collection and transportation of deceased remains are to be conducted with sensitivity and having regard to maintaining respect for the deceased. Further, the work must be conducted to ensure the safety of both the staff and the public, by adherence to the relevant provisions of the Public Health Regulation 2022 [NSW].
There are two main types of Mortuary Transport Services sought:
· Short haul, and
· Long haul
Short haul tasks involve the transfer from the location of the deceased to a local mortuary or other location within the vicinity of the local Police Area Command (PACs) or Police District (PD’s). Long haul tasks, by contrast, involve a longer distance transfer either to or from a regional location to a specific facility.
As bodies can be discovered at almost any time, suppliers must be capable of providing services at all times (twenty-four (24) hours a day, seven (7) days a week, to provide mortuary transport services).
