The NSW Government is seeking to increase the register of Independent Specialists through an open tender process to help with the operation of Restrictive Practices Authorisation (RPA) Panels in NSW.

Project goals
Restrictive practices in NSW must be authorised by a Restrictive Practices Authorisation (RPA) Panel comprising the NDIS provider(s) and an independent behaviour support practitioner(s), where it is set out in a positive behaviour support plan that meets NDIS Quality and Safeguards Commission standards, and where the person with disability (or substitute decision-maker) consents to use of restrictive practice.
This will be an open tender for NSW to fulfil its obligations under the NDIS Quality and Safeguarding Framework (the Framework). The Framework was agreed to by all States at COAG in December 2016.
Scope
a) Demonstrated knowledge of contemporary positive behaviour support policy and practice for people with disability.
b) Demonstrated knowledge and experience in the understanding and implementation of the NSW Restrictive Practices Authorisation Policy with both behaviour support practitioners and implementing service providers. Please also include your experience of participating in RPA Panels.
c) Significant experience (i.e. five years or more) in the assessment, development, implementation, and evaluation of behaviour support plans for people with disability.
d) RPA Case Study/Scenario response.
