Tender Description
SWTAFE is seeking tender submissions for civil and landscaping works at the Portland Campus, located at 154 Hurd Street Portland, Victoria. This contract consists of two main packages of work as outlined below:
Package A: Civil and Drainage Works
Package B: (tender option): Landscaping and Covered Outdoor Area
SWTAFE is seeking submissions of pricing for completion of these works, all of which are to be completed under the supervision and control of a single head contractor (the tenderer). Package B is to be priced as a tender option. For submissions to be considered the applicant must clearly acknowledge and provide evidence that the mandatory criteria outlined within Appendix A: Specification will be met.
Project Details
Construction works will be conducted on the SWTAFE Portland Campus.
Project will be conducted in a live site environment, with the areas not impacted directly by construction remaining operational and occupied throughout the duration of the works.
SWTAFE are seeking to have works completed by early November.
The appointed Head Contractor will be required to coordinate relevant subcontractors to complete all works within the project scope.
The Head Contractor will be responsible for obtaining all relevant authority approvals and permits required for the works within the project scope.
Scope
The successful tenderer shall be appointed as the Head Contractor who will be responsible for the coordination and execution of all works, inclusive of all required landscaping. This includes but is not limited to:
- Demolishing and removal of existing concrete
- Removal of existing landscaping
- Demolition of existing asphalt surfaces
- Replacement of and adjustments to storm water and drainage systems
- Construction of a new steel framed pergola and landscaping (tender option)
Tender Process
This is a one stage procurement process. Following the closure of the RFQ, the Tender Assessment Panel will evaluate all submissions received for this project against a list of weighted evaluation criteria provided below. Should it be required, the Tender Assessment Panel may request tenderer interviews to assist in the contract award decision making process.

- 20% - Professional competence
- 15% - Commercial
- 40% - Financial
- 25% - Timelines
Non-Weighted Evaluation Criteria (essential)
- $20m Public Liability and Products Liability Insurance
- Risk and Insurances
- Financial Viability
- Compliance to terms and conditions of contract
- Declaration of no conflict of interest
- Adherence to Commitment to the Supplier Code of Conduct and Collusive Tendering Declaration
