The Fines Program is a key component of Victoria’s justice system. Fines and Enforcement Services (FES) within the Department of Justice and Community Safety (the department) is responsible for delivering a range of services and functions in managing the end-to-end administration and enforcement lifecycle for infringement fines and court fines in Victoria.

For a number of these services, FES works closely with its Business Processing and Contact Centre Service Provider to deliver a range of functions including operating the Fines Victoria Contact Centre, processing inbound and outbound correspondence, and providing related administrative and operational support services including support for Victoria’s Sheriff Officers (the Services).

With the current Agreement for the Services approaching the end of its term, FES is commencing activities to re-tender the Services and ensure the ongoing delivery of this key aspect of Victoria’s Fines Program.

The procurement will be undertaken in two stages:

1. Through the Expression of Interest (EOI) process, FES aims to understand service provider capabilities and gain market insights.
2. Following the EOI, FES intends to conduct a Selective Request for Tender (RFT) to engage a suitable and experienced service provider capable of delivering the Services and supporting the FES procurement objectives.

The EOI is anticipated to be released in early July 2024.
