Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠The F&C Stream in the Department of Social Services to deliver on a number of identified initiatives within an expedited timeframe that will support the Stream to deliver on its priorities. Noting the priority and focus to implement efficiencies to support achievement of stream outcomes it is important that the service provider has demonstrated experience of embedding performance and process improvement within a social policy context.

F&C Stream have prioritised the following elements for business improvement:

  • Forward planning
  • Strategic stakeholder management
  • Capability uplift
  • Performance culture
  • Workforce planning, and
  • Streamlined coordination.

Supplier to deliver:

  • A Forward planning approach of future work to enable agility and delivery.
  • Change management and communications regarding the scope, role and intent of the Business Improvement Program
  • Strategic workforce plan including the design and implementation of a stream employee mutual value agreement and core enabling resource capability.
  • Enable and support stream communications and executive messaging
  • Support the design, establishment and delivery of an action plan to improve capability though learning & development and performance management.
  • Efficient administrative and reporting processes to eliminate inconsistency reduce duplication, and ensure sensible and consistent triage
  • Stakeholder mapping together with the establishment of a functional directory for the stream
  • Collaborative engagement and information sharing across policy areas within the Stream, and with other Streams and DSS enabling services.
  • Establishment of an Improvements Delivery Office to enable program management controls, governance reporting to support delivery of the business initiatives. The office will require procedures for strategic coordination and management of competing priorities using discipline, consistent practices and regular reporting within in a complex digital and social policy environment.

The supplier (and specified personnel) will be expected to uplift capability, transfer skills and knowledge to departmental staff for each deliverable and ensure appropriate documentation is stored in accordance with the Department’s recordkeeping policy and practices.
