Tender Description

Homes Victoria is seeking comprehensive end-to-end management of energy efficiency upgrade packages under a head contractor model. This initiative includes delivering up to six different types of upgrades and the complete removal of all gas appliances from targeted households.

danie Essential components of this program will involve renter engagement, property assessments and the physical delivery of upgrades. Renter coordination could be facilitated through access to a dedicated call centre, designed to address renter enquiries that is delivered directly by the head contractor or via partnership with a community service organisation. Additionally, the contractor will supply and oversee live data reporting systems to monitor and report on deliverables in real time. 

The upgrades will be cost-effective improvement of social housing while ensuring that the level of amenity and accessibility of the home remains consistent or is improved. The program includes seven eligible upgrades:

1. Reverse cycle air conditioners – replacing gas heaters with efficient single or multi head split systems.

2. Draught and gap sealing – installation using a range of products to windows and doors to remove draughts.

3. Ceiling insulation – Implementation of best practice insulation installation for properties requiring topup or new insulation.

4. Electric cooktops and ovens – the replacement of gas cooktops, stoves and ovens with all electric induction systems unless the renter requests an electric resistance cooktop.

5. Hot water heat pumps – replacement of gas or gas boosted hot water systems with efficient hot water heat pumps.

6. Solar rooftop PV – Installing solar rooftop photovoltaic systems aligned to Solar Victoria’s Solar Homes Program requirements.

7. Gas abolishment – In coordination with Homes Victoria, arranging or managing the abolishment or disconnection of gas services from the site.

Ancillary works such as switchboard upgrades, removal of gas flues, plastering, patch and painting, carpet repair and minor joinery will also be managed by the contractor. These works will be completed to Homes Victoria property and maintenance specifications which will be outlined in the RFT phase.

Each property is expected to be upgraded within six weeks of the commencement of works on site. To manage expectations, renters will be engaged in a timely fashion. Homes Victoria will collaborate with the contractor to develop a comprehensive range of communication and engagement materials. Regular feedback, testing, and iteration of these materials will be integral during the early stages of delivery.
