Tender Description
The Municipal Association of Victoria (MAV) Procurement, acting as agent on behalf of all Victorian Councils, is conducting this Registration of Interest for the Provision of Road Construction, Associated Materials and Services as a precursor to a full tender process for these services. By establishing a contract for the use of all Victorian Councils, MAV Procurement expects to offer competitive, capped pricing for high quality Road Construction, Associated Materials and Services, allow contractors and participant Councils to benefit from the efficiencies of consolidating rather than duplicating tender processes, and meet the collaborative procurement requirements of the Victorian Local Government Act (2020). Additionally, it is hoped that contractors will be able to generate best practices between Councils and accelerate the transformation and capacity building of Victoria's local government sector.
This ROI is designed to inform potential contractors and service providers about MAV's procurement intentions, the broad scope, and the strategic approach of the upcoming contract, which aims to address and alleviate any historical barriers to providing works and services to councils across Victoria through broad stakeholder engagement. To achieve this, MAV is engaging with stakeholders from across the sector and regions to ensure this arrangement meets the needs of all.
The ROI seeks to:
Engage a wide range of contractors and service providers in the early stages of the pre procurement process.
Gather input and feedback to refine the scope and specifications of the contract.
Ensure the process is open, fair, and transparent, adhering to the principles of the Victorian Local Government Act (2020).
A key component of this ROI is a pre-procurement workshop scheduled for Wednesday, 5 June, to be held via Microsoft Teams. This 1 to 2 hour session will provide an opportunity for all participants to discuss the project scope, specifications, and any potential challenges or improvements. Your participation will be invaluable in shaping a successful procurement strategy that benefits all Victorian Councils.

2. Consider submitting a response to the resulting Request for Tender (RFT), which will be developed based on the insights gathered from this ROI.
