Dam Surveillance Information System (DSIS)
Melbourne Water (MW) must manage embankments at various reservoirs to societal standards outlined by ANCOLD Guidelines. These guidelines require perpetual storage, retrieval, and scrutiny of surveillance data to ensure dam safety. The business requires a system capable of storing, analyzing, and notifying for risk management. Failure to procure such a system poses significant risks, including safety hazards and regulatory non-compliance. The proposed procurement method involves an RFx to seek proposals for a Dam Surveillance Information System (DSIS).
The RFx is seeking to engage a special product supplier to:
- Provide a fit-for-purpose Dam Surveillance Information System that meets MW's specific requirements.
- Provide implementation services to deliver a fully functional solution that is integrated with required MW Systems
- Deploy a fully operational solution either on-premise, or on a cloud platform with supporting environments and processes as required to establish a life-cycle management regime
- Provide training and knowledge to MW that ensures MW can use the solution effectively, and are able to administer / maintain business data
- Establish maintenance and support services that meet MW service levels for business-as-usual operations, general maintenance and version upgrades, and MW changes or enhancements as required.
MW emphasizes a thorough and detailed response from interested suppliers to ensure a comprehensive understanding of their capabilities and proposed approach in meeting the outlined requirements.
The proposed term of the contract is 4-years including implementation.
The proposed RFx release date is end of May 2024.
The proposed contract commencement is 2 August 2024. This RFT will be conducted in line with the VGPB Guidelines.
Tender Type: Open or Selective (TBC)
MW is currently in the final stages of planning a procurement process for DSIS. At this stage, we are considering whether the procurement will follow an open process accessible to all eServices suppliers or a selective tender involving a shortlist of nominated suppliers.
We value the input and interest of potential suppliers in this process. Therefore, we invite all interested suppliers to express their interest in participating by emailing us. Please note, however, that while we appreciate your expressions of interest, this communication will not form part of a formal evaluation process at this stage.
The decision regarding the tender type will be carefully considered and guided by various factors, including market dynamics and the information gathered from suppliers' expressions of interest. If MW proceeds with the selective tender route, the selection of shortlisted suppliers will be conducted impartially and in accordance with established criteria and considerations of probity.
Compliance Requirements for eServices Register and Digital Marketplace
The upcoming RFx will be facilitated through the Digital Marketplace and the resulting contract will be transacted via the eServices Register.
To ensure eligibility for participation in this RFx, it is imperative that all potential respondents verify their compliance with eServices Register requirements, including maintaining up-to-date insurance certificates. Additionally, it is essential to confirm that your access to the Digital Marketplace is 'Enabled'.
