This Tender is invited by the Issuer.

One of the objectives of the next phase of the Indigenous Protected Areas (IPA) program is to strengthen and streamline monitoring and evaluation (M&E) and ensure that robust data is collected to improve our understanding of the significant contributions of the IPA program in terms of conservation of biodiversity and generating holistic social, cultural and economic benefits for First Nations people.

This procurement seeks to support this objective by engaging a suitably qualified team with expertise in First Nations led cultural and natural resource management and M&E approaches, data management systems and platforms, and associated engagement, training and capacity building to work closely with DCCEEW IPA and M&E teams and NIAA staff to:

  • Develop a M&E Plan for the IPA program that will:
  1. confirm and clarify the Key Evaluation Questions, Key Performance Indicators, data sources and methods of collecting data needed to measure IPA project and program outcomes;
  2. be informed by the draft IPA program logic and combined IPA and IRP outcomes framework and logic developed by DCCEEW and NIAA staff
  3. incorporate review, input and feedback from the Indigenous Advisory Committee, the University of Western Australia Indigenous Monitoring Project team, other First Nations M&E experts, partners and IPA providers to ensure the logics and M&E Plan is fit-for-purpose and aligned with the needs and M&E priorities of IPA providers.
  • Develop a package of materials to support the negotiation of data sharing agreements with IPA providers that:
  1. clarifies the purposes for which data will be used by the Australian Government in relation to IPAs (and ranger) reporting
  2. specifies the relevant data standards needed to ensure consistency with relevant Australian Government environmental reporting frameworks (e.g. for national State of Environment, National Reserve System and Nature Positive reporting, etc.).
  3. ensures the IPA program meets best-practice requirements for protecting Indigenous Cultural and Intellectual Property (ICIP) and adheres to APS-wide requirements for the governance of Indigenous data.
