The City of Boroondara (Council) is located in the inner eastern suburbs of Melbourne, between 5 and 10 kilometres east of the Melbourne CBD. The Council is a leader in the local government sector, with a reputation for innovation and excellence. Council is committed to supporting its local community socially and environmentally sustainable.

Open space is an essential community asset. Boroondara is fortunate to have an impressive network of parks ranging from heritage gardens and sporting reserves to significant conservation areas and critical regional corridors. The open space network is highly valued and used by the community for activities ranging from informal passive recreation to active sports.

The open space network in the municipality should continue to be maintained and improved for existing and future populations, particularly given the directions of Plan Melbourne 2050 and the Victorian Government Housing Statement for new housing to be targeted to specific locations to maximise existing infrastructure, preserve liveability and promote aging in place. Increasingly, activity centres are considered suitable places for higher-density residential development, and the consequent need for open space must be considered. As such, Council wishes to engage a consultant to review the Boroondara Open Space Strategy 2013 (BOSS) for the municipality.
