Tender Description

⁠⁠⁠Tenders are invited to bid for the consultancy works to develop an open space strategy that provides a contemporary evidence base to guide investment in new and existing open space to meet the diverse needs of our growing population, including expenditure of public open space contributions.

Stonnington has a very low provision of public open space compared to other metropolitan councils. It has two strategy documents in place that have worked together over the years to increase the provision and improve the quality of the City’s open spaces:

• Public Realm Strategy (PRS), 2010

• Strategies for Creating Open Space (SCOS), 2013.

Whilst Council continues to implement SCOS, the PRS is outdated. A new strategy is needed that will set the overarching, strategic directions for Stonnington’s open spaces. The strategy will draw from contemporary open space planning and reflect the critical role of open space networks for communities and the environment.

The purpose of the strategy is to provide overarching, strategic direction for achieving a climate resilient, integrated, accessible, diverse and equitable open space network that meets the needs of a growing and diverse Stonnington community.

The strategy will be a crucial step in a process that will result in:

• A costed, evidence-based implementation plan that incorporates an updated version of SCOS to guide the expansion of the open space network and a range of other actions that reflect the aspiration of the community to enhance and expand Stonnington’s open space network.

• A planning scheme amendment that introduces an increased public open space contribution/s within Clause 53.01 of the Stonnington Planning Scheme which will apply to future subdivision development within Stonnington.

The planning scheme amendment will be informed by the strategy and its implementation plan but is not within the scope of this project/Contract.
