Tender Description
To overcome capacity, operational and maintenance challenges, Council will construct a new inlet works and associated infrastructure at the existing Millbank Wastewater Treatment Plant. Council will engage a design Consultant to undertake a multi-criteria process equipment options assessment, concept and detailed design and to prepare documentation to allow Council to release the project to market as a construction contract.
In order for all interested mechanical screen suppliers to be considered in the multi-criteria options assessment, Council is seeking expressions of interest from potential suppliers. Interested suppliers are to complete and return the schedules provided with the attached Invitation to Offer.
The contact details of Suppliers who respond to this EOI will be communicated to the Consultant who will liaise directly with the Supplier to develop the ‘long list’ of mechanical screening options. A structured multicriteria analysis (MCA) utilizing cost and non-cost criteria with then determine what screening equipment to be incorporated into the design phase. Over the course of the options assessment, the design Consultant will liaise directly with the Tenderer to obtain additional information.
Bundaberg Regional Council is undertaking this process to provide equal opportunity to all potential mechanical screen suppliers with products suitable for application at Millbank WWTP. The MCA outcomes will be based on the information provided by the Tenderer to the Consultant in addition to operational experience and knowledge of the Council and Consultant design. Council encourages all respondents to fully support the MCA and design process to realize the delivery of a successful inlet works upgrade at Millbank WWTP.
