On behalf of the Major Transport Infrastructure Authority, Development Victoria (DV) is delivering an upgrade to the Bulleen Park Sporting Facilities (BPSF), located off Bulleen Road in Bulleen, VIC 3105.

DV intends to engage a Design and Construct (D&C) Contractor to deliver the civil and building works. A design team will not be novated, and the D&C Contractor will be required to complete the design.

The scope for the new BPSF generally includes:

1. The upgrade of Existing Oval 3, Existing Oval 2 and Existing Field 4/5 to create 3 AFL size ovals to be known as N1, N2 and N3 respectively.
2. Oval N1 to be designed to meet AFL Regional level guidelines.
3. Ovals N2 and N3, are to be designed to meet AFL Local level guidelines and accommodate a cricket pitch at the centre of each field.
4. Two pavilions:

 -One (1) on the western side overlooking Oval N1 that is built to meet Regional level AFL Guidelines, with covered viewing and spectator seating located within the vicinity of the pavilion; and

-One (1) local pavilion between Ovals N2 and N3 that is built to meet the Local level AFL Guidelines, with covered viewing and spectator seating located within the vicinity of the pavilion.

(The tender will also seek option pricing for modular construction of the pavilions).

• Playground.
• Sealed car parking.
• Cricket practice nets.
• Hard and soft landscaping.
• Operational continuity of 2no. ovals and the existing pavilion (until the completion of Pavilion 2 is handed over for use) throughout the duration of the works.

The procurement will be conducted as a single phase Selective Tender from the Victorian Government Construction Supplier Register, using the prequalified category of New commercial Construction with work history of recreation projects.

DV is seeking suitable experience builders with the following attributes :

• Be able to demonstrate delivery of projects (within the last 5 years) the successful completion of sports facilities in Victoria.
• Where the contractor has also been responsible for the management of the design process including development of design documentation from planning approval through to construction documentation, thereby demonstrating strong design management capability.
• Are prequalified on the Department of Treasury and Finance’s Construction Supplier Register (CSR) for projects $30m and higher.

The RFP is anticipated to be released in May via the Buying for Victoria portal; and the closing date will be approximately 8 weeks from the date of release. The works are expected to commence in Q4 2024.
