This Tender is invited by the Issuer.
The Australian Securities and Investments Commission (ASIC) seeks to engage a service provider to assist ASIC to develop data spine strategy for Registry Connect Program based on the Independent Review of Modernising Business Registers.
The Independent Review of Modernising Business Registers introduce the term Data Spine that requires a clear and consistent definition for ASIC’s data environments. This is to avoid confusion within Registry Connect but also across other streams of work outside of the Registry connect program. Recommendation 3 in the Independent Review of Modernising Business Registers report was to focus efforts on achieving benefits of the business data spine. We are committed to strengthening our technological and data capabilities over the next four years to ensure we effectively manage operational risks and support the delivery of our vision and strategic priorities.
The data spine (as per the review) will help us in defining, planning, and delivering key initiatives that will help us meeting our strategic priorities for the Registry. The purpose of this RFQ is for ASIC to seek a suitably experienced Supplier to assist ASIC to develop data spine strategy for Registry Connect Program based on the Independent Review of Modernising Business Registers.
The Strategy aims to provide secure, sustainable and reliable data services of registers to all users. It is anticipated to include, but not necessarily be limited to: Market analysis and strategic planning to understand our current position and opportunities Development of personas and identification of potential benefits to target without solution Exploration of monetisation strategies to ensure the ecosystems sustainability High-level options for implementing our vision and associated costs Executive comms, business case inputs (description, cost, benefits) Evaluation of strategies to modernise the front-to-back technology stack, mainframe including migration to modern databases or platforms. The service provider is required to demonstrate: experience in delivering a multi-year data strategy for the Commonwealth or equivalent organisation; good understanding of the latest and the upcoming trends in data and analytics technologies and able to provide case studies; and experience of a regulator or equivalent for benchmarking within Australia and internationally is preferred
The attached Statement of Requirement (SOR) sets out ASIC’s requirements and standards for delivery of this service.
