Council is seeking Quotations from a suitably qualified and experienced consultant to provide place based planning services to investigate the potential for Glenorie Village to accommodate some housing where the values of the rural area are maintained.

Hornsby Shire Council is progressing the recommendations of the Hornsby Rural Lands Study 2022 (Hornsby RLS). The Hornsby RLS sets the strategic direction for the future of the Shire's rural lands, providing key principles and recommendations for the ongoing management of rural land. The Study provides recommendations to support agricultural enterprise, minimise land use conflict, enhance and protect rural character and manage change in villages and landscape catchments.

One of the recommendations of the Hornsby RLS is to investigate land suitability around Glenorie Village to facilitate housing diversity in the form of E4 Environmental Living allotments of 5,000 - 10,000 square metres. Further investigative planning studies are required to inform the feasibility of housing diversity close to the existing village area. The assessment should encompass a review of environmental constraints such as flood and bushfire risk, adjoining agricultural uses of land, servicing constraints including sewage and potable water provision and existing village and rural character. These further planning studies will identify where housing diversity may be delivered and subsequently the new village boundary.

The purpose of this project is to undertake land use planning investigations and prepare a Village Place Plan to guide land use and growth on lands within and surrounding Glenorie Village.

Upon the completion of the Village Place Plan, the document will be used to inform a future separate Planning Proposal and any necessary Hornby DCP amendments to implement the recommended changes.
