This Tender is invited by the Issuer.
The Australian Electoral Commission (AEC or the Buyer) is implementing a major election system modernization program, referred to as the Indigo Program (the Program). This initiative will govern the replacement and modernization of the AEC’s core election IT systems.
Tranche 2A (T2A) of the Program will replace the AEC’s Election Management System (ELMS) and associated satellite systems that either directly or indirectly support Federal election planning and delivery.
T2A is being delivered using a tailored agile approach that accounts for the AEC’s specific context and needs to deliver the core election IT systems. The AEC has anchored its approach to the Scaled Agile Framework (SAFe). This is changing the AEC’s approach to product development and deployment. In response to these changes, the Program is seeking to review and modernize the Software Development Lifecycle (SDLC) practices used within the agency prior to significant product development activities due to commence in 2024.
This includes providing expertise on how the AEC can improve technical efficiency as well as implementation support.
The intent of this Request for Quote (RFQ) is to improve the quality, agility and productivity of bespoke software development within the AEC through an uplift of SDLC practices. The uplift will introduce contemporary approaches, tools and automation that will facilitate the consistent application of software development standards and industry best practice during the delivery of T2A.
