Introduction

The opportunity

The Planning Group manages the state's planning, building and heritage systems, including developing long-term, integrated land-use strategies and policies, administering statutory planning responsibilities, and facilitating urban development.

Planning works closely with state and local government, agencies, stakeholders, and the community to achieve the department's objective of creating liveable, inclusive and sustainable communities.

The Department is seeking responses to this Expression of Interest (EOI) DTP 2024-003 for the provision of a Planning Scheme Amendment Solution(s).

Structure of EOI

This RFT consists of the following parts:

• Introduction – contains an overview of the opportunity presented in, and the objectives of, this EOI.
• Part A – Conditions of Tendering sets out the rules applying to the EOI documents and to the EOI Process. These rules are deemed to be accepted by all Registrants and by all persons having received or obtained the EOI.
• Part B – Specification describes the Goods and/or Services in respect of which the Department invites responses from interested persons.
• Part C – Proposed Contract contains the terms and conditions in compliance with which the Department desires the Goods and/or Services set out in Part B to be provided.
• Part D – EOI Response specifies the information to be provided in a response and may also specify any information to be provided by a Registrant by other means. Part D may include templates to be completed and included in attachments.

EOI Objectives

The Department is seeking responses to this EOI for a Planning Scheme Amendment Solution(s).

The Department’s specific requirements in relation to the Goods and/or Services are set out in Part B of this EOI (Specification).

In issuing this EOI, the Department seeks to identify one or more Registrant(s) who is/are:

1. able to provide the Goods and/or Services required by the Department in the manner set out in the Specification.
2. able to demonstrate a commitment and ability to working in collaboration with the Department over the term of any agreed contractual period to continuously seek improvements in value, efficiency and productivity in connection with the provision of the Goods and/or Services; and
3. prepared to work with the Department to continue to identify opportunities for improvement in the quality and level of service provided to the Department,

for the mutual benefit of both the Department and the Registrant.
