Tender Description

Development Victoria is the delivery agency for the Twelve Apostles Precinct Redevelopment, which is situated on the Shipwreck Coast region within Victoria.

Development Victoria intends to engage a building contractor to deliver the main works package which features a new Twelve Apostles Visitor Experience Centre and civil road infrastructure inclusive of landscaping and garden works. The proposed works will require the building contractor to provide design management and construction services.

Development Victoria will be releasing a two-stage tender with an Expression of Interest (EOI) released 23 April 2024. Followed by an evaluation to select a short list of contractors to participate in a Request for Proposal (RFP), targeted for release early June 2024. Targeted engagement of works to commence August 2024.

The successful bidder will be required to attend a series of early engagement workshops prior to being engaged under a modified Design and Construct AS4300 contract, a copy of which will be provided as part of the documentation issued during the RFP. The contract may include the novation of the current design team to the Contractor.

Bidders must:

Be able to demonstrate recent (within the last 5 years) experience in successful completion of projects in civil and civic infrastructure delivered within Regional Victoria where the contractor has also been responsible for the management of design drawings from planning approval through to construction documentation.

  • Be prequalified on the Department of Treasury and Finance’s Construction Supplier Register (CSR) in the New Commercial Construction Category and have an appreciation for engaging with Regional Victorian trades and suppliers.
  • Have strong experience in the active management and handling of consumer and community engagement during the construction works.

The tender notice and all associated tender documents will be issued via the Buying for Victoria Supplier Portal.

- Fair Jobs Code; and

- the Social Procurement Framework.

Interested bidders are required to register via the Buying for Victoria Portal by uploading a completed and signed confidentiality form, including details of prequalified registration with the Department of Treasury and Finance’s Construction Supplier Register (CSR) in the New Commercial Construction Category.

Please note: Bidders who submit a completed and signed confidentiality form, and satisfy the CSR requirements, will receive the EOI documentation via a notice from the Buying for Victoria Portal on Tuesday 23 April 2024.
