Provision of Roster Advisory Service

⁠⁠⁠The Queensland Government is seeking Proposals for the Provision of Roster Advisory Service

The QPS has initiated a project to review, develop and implement improved rostering capability across the organisation and is seeking consultancy services to advise and assist the QPS Roster Steering Committee and Project Members to analyse, develop and implement improved rostering and associated practices. The scope of the committee and project at this time is “Frontline District Demand” which covers all QPS 15 districts and includes but not limited members from the following Capabilities: general duties, investigators and road policing.

It is expected that the supplier will determine operational demand for both trial sites and in doing so determine a ‘tool’ for generic use by subsequent Districts to provide some organisational consistency in determining frontline demand patterns. This engagement will supplement the work undertaken by the “Rostering Project” by undertaking an assessment of existing QPS operational rostering practices and identify limitations and areas of improvement.

The assessment will take into consideration existing legislation, policy and process around QPS industrial measures, Enterprise Bargaining Agreements (EBA) and fatigue management practices and guidelines.

It is expected that a final deliverable will provide a set of alternate roster and work hour arrangements considering the operational requirements (rostering to community demand), employee preferences, strategic considerations, flexibility to adapt to disruption. The specific organisational scope of this engagement will be for two (of the organisational wide 15) districts. These two districts will be used as ‘trial sites’ for improving QPS rostering capability and using the findings and lessons to inform and plan repeatable implementation in the remaining QPS districts.
