Tender Description

Austroads seeks Expressions of Interests (EOI) from appropriately experienced service providers for the purpose of nationally harmonizing digital driver licences, photo identity and associated digital identities across Australia.

Objective:

Austroads is therefore looking to establish a Digital Trust Service (DTS) that:

•Establishes and manages a national trust list of issuers of interoperable mobile driver licence (MDL) (also called digital driver licences) and Photo IDs. This trust list must comply with ISO 18013-5 and referred in that standard as the Verified Issuer Certificate Authority List (VICAL).

•Administers where appropriate the Issuing Authority Certificate Authority (IACA) and their certificates.

•Develops and maintains the necessary trust framework, security controls, relevant policies and standards as it relates to digital credentials and identity.

•Provides the necessary audit, record maintenance and reporting to effectively and securely manage the DTS.

•Establishes an innovation sandpit for all of industry and government to safely trial and test innovative technology, use cases and products.

•Showcases industry and government capability in using a digital trust service to deliver whole-of-economy solutions.

•Facilitates partnerships between jurisdictions and industry to develop generic onboarding services to native and app store available digital wallets.

•Manages in partnership with Austroads an Interoperability Test event in September 2024 to stress test a pre-production/staging DTS and support interoperability testing for ISO 18013-5 and part 7.

FORUM

Austroads will facilitate a forum to provide an overview of the EOI and outline the capabilities Austroads seeks the market to deliver. The forum will also be an opportunity for vendors who are interested in responding to the EOI to ask questions and seek clarification on direction, architecture and solution requirements.

The forum will be run by Austroads Director of Digital Identity, Dr Kirsten McKillop and Christopher Goh, the National Harmonisation Lead – Digital Identity.

The forum will be run as a hybrid event that can be attended in person or online. Please note, this event will be recorded for procurement and probity reasons and so by attending you agree to be recorded for this purpose only.

Vendors are asked to read the EOI prior to participating in the forum and bring relevant questions to get the most out of the engagement and help provide clarity for their submissions.

The event agenda is focused on supporting vendors in responding to the four capabilities that Austroads is hoping to deliver. These capabilities are:

1. A Digital Trust Service for verifiable credentials partner.

This will allow any Australian to securely verify their digital credentials in any state or territory starting with digital licences and photo IDs.

2. Public Key Infrastructure (PKI) as a Service.

This will allow state and territory governments to buy strong, cost-effective and secure encryption services to protect their credentials

3. National Exchange of Vehicle Driver Information System (NEVDIS) populated verified credential.

Since 2009, NEVDIS has provided verification of Australian driver licences (more than 2 million monthly) on behalf of the Document Verification System (DVS). Austroads seeks to partner with a vendor to work with our members to create a reusable, highly secure onboarding process for credentials for off the shelf phone/app store digital wallets.

4. Deliver an international showcase (October 2024) using the above platforms to demonstrate global interoperability on a range of use cases for verifiable credentials.

Examples of use cases using a digital driver licence could include:

- passwordless authentication to a website with the ability to make payments online

- signing legal documents like a bill of sale or mortgage document

- supporting a grant or rebate credential that can be used to support disaster payment or voucher as part of a government fiscal stimulus strategy.

Austroads will use this EOI process to inform a closed Request for Quote (RFQ) process in delivering the outcomes of the above capabilities. We encourage vendors to participate in this EOI in order to be considered candidates for RFQ.
