Tender Description

The HSRA requires the services of a suitably experienced Service Provider to undertake rail operational advisory services to support the development of the east coast high speed rail network and in particular the Business Case for first stage between Sydney and Newcastle. HSRA wishes to engage a highly competent and professional team that will deliver exceptional outcomes in the delivery of these services.

The Rail Operations and Maintenance Advisory Services provider will bring best practice high speed rail safety, operational and product advice and experience to develop operations and maintenance concepts, which include performance, product, safety and system requirements to guide the wider project.

The Service Provider will need to consider how the approach taken for this project will align with the broader high speed rail network requirements and define the framework and approach for future business cases and definition designs.
The Service Provider will also need to consider, plan and model how the high speed rail services will be integrated into the wider existing rail network.
The Service Provider in conducting these services is expected to work as part of an integrated project team and work collaboratively with HSRA staff, contractors and other service providers.
The detailed scope of services including key tasks, deliverables and timeframes per functional area is outlined in Attachment 1 - High Speed Rail Sydney to Newcastle Detailed Business Case – Rail Operations Advisory – Services Brief.
