Tender Description

Naracoorte Lucindale Council endorsed a new Strategic Plan 2023-2033 in June 2023, which included a Priority Action of:

STRATEGIC DIRECTION 5 - INVEST IN KEY INFRASTRUCTURE AND ASSETS

Undertake a service review relating to Council roads, including whether the current levels of investment in grading, repairs and maintenance, resurfacing and reconstruction, and shoulder sealing meet the Council’s service standards, and taking into account the changing nature and volumes of traffic.

Council is seeking the services of a suitably qualified consultant to undertake the following:

Roadworks efficiency review – with a vast road network, it makes sense to ensure we are undertaking works as efficiently and effectively as we can, with the limited resources we have. This review relates only to Council’s unsealed roadworks construction and maintenance programmes along with the associated plant and equipment usage. The review is to include but not be limited to:

1. An overview of Council’s Road & Stormwater Infrastructure Management Plan

2. the following elements are to be included and reviewed against ARRB Best Practice Guidelines for Unsealed Roads

  • road resheeting
  • patrol grading.
  • roadside tree trimming
  • rural drainage
  • roadside spraying
  • sign maintenance.
  • unsealed road maintenance
  • material specification and usage
  • workforce size and composition

Plant and equipment review – Council has endorsed a Plant, Machinery & Vehicles Asset Management Plan which outlines a plant and equipment replacement program, and this review aims to inform and provide advice to Council on whether the Council has the right mix of assets to deliver the level of service and undertake the works required in the district. This review should include plant utilisation, and expected useful lives.

The consultant is expected to attend the Naracoorte Lucindale Council and meet with Council Management at the start of the review as part of their information gathering as well as to present their draft final report for comment before the submission of the final report.
