Tender Description

The Department of Employment and Workplace Relations (Department), together with the Department of Foreign Affairs and Trade (DFAT), leads the Whole of Government management of the PALM scheme.

The PALM scheme allows eligible Australian Businesses to hire workers from 9 Pacific islands and Timor-Leste to fill labour gaps in rural and regional Australia. The PALM scheme offers employers access to a pool of reliable, productive workers in the agricultural sector nationally and select agriculture-related food product manufacturing sectors in regional or rural locations.

It also allows Pacific and Timor-Leste workers to take up jobs in Australia, develop their skills and send income home to support their families and communities. Once approved, employers can access either short-term (up to 9 months) or long-term workers (between one and 4 years).

There are currently more than 38,000 Pacific Island workers throughout Australia that are part of the PALM scheme. Worker health and wellbeing is central to the PALM scheme. The Department seeks to establish a panel of suppliers (the Community Education and Health Promotion PALM Worker Support Panel) to develop and deliver consistent and appropriate Australia wide community education and health promotion programs (in English and Asia Pacific languages) to PALM scheme workers and employers. The Department may also seek panellists to deliver community education and health promotion programs to other stakeholders, such as Department employees, DFAT employees and Country Liaison Officers. The majority of the programs that the Department may seek panellists to supply however will be delivered to PALM scheme workers and employers.

The health education programs are aimed at education and prevention and will not offer specific health appointments or counselling services to PALM scheme workers in Australia.
