Tender evaluation software 360

⁠⁠⁠DCCEEW is seeking access to Tender 360, a platform as a service solution to the management of tender applications.

We are also seeking the development of customized landing pages and response forms relating to Water resources.

This RFQ replaces DM-21387 as the department is seeking options for the XL Enterprise License. Could we request pricing for one and two years license and the cost of additional Professional Service days to develop customized landing pages and online forms.

Security Requirements

The system must be delivered within all best practice security requirements for government products, including items such as data sovereignty and Australian Cloud hosting. A PaaS (Platform as a Service) solution is anticipated.

Suppliers will comment on the extent to which their solution (including components of the solution) aligns with existing WofG policies, frameworks and strategies including the Digital Service Platforms Strategy, Whole of Government Hosting Strategy, Secure Cloud Strategy, National API Design Standards and the Digital Service Standard.

Data acquired and stored within the solution must be securely managed, referenced and released in compliance with Australian Government security and privacy legislation, and adhere to government standards of data management, recordkeeping and archiving.

Web Content Accessibility

The Seller must ensure that any website, associated material and/or online publications (where applicable) complies with the Web Content Accessibility Guidelines available at: https://www.w3.org/WAI/intro/wcag.

Multi user Access

The system must allow multiple users to collaborate in managing tender responses. Various levels of access/visibility are anticipated. The Seller will comment on how access and activity audit is conducted, as well as mechanisms for controlling access - restricting the viewing of response data, adding and deleting users - and mechanisms to download, archive and the delete expired tender responses.

Enquiries and Communications

The Seller will comment on the use of the Program to communicate with Tenderers directly through Tender360 - minimizing risks around data handling and emails.
